Economic Recovery and Transformation

Supporting Puerto Rico’s Resilience and Infrastructure Recovery

Following the devastating hurricanes of 2017, O’Neill & Borges established a dedicated Economic and Disaster Recovery practice group to support clients involved in Puerto Rico’s recovery and transformation efforts. We assist a diverse range of clients across sectors such as electric restoration, telecommunications, housing, healthcare, tourism, transportation, and insurance recovery, helping them navigate the complex landscape of disaster recovery and rebuilding efforts.

Guidance on Federal and Local Disaster Relief Programs

Our team provides comprehensive legal counsel on compliance with both federal and local disaster relief programs. We have significant experience advising clients on programs such as FEMA’s Public Assistance (PA), HUD’s STEP Program, and the Community Development Block Grant – Disaster Relief (CDBG-DR). We also assist with contract negotiation, project development, permitting, and other key aspects of the recovery process, ensuring our clients are well-positioned to maximize available relief funds while adhering to legal and regulatory requirements.

Strategic Support for Long-Term Transformation

In addition to immediate recovery efforts, our practice is focused on supporting long-term economic transformation initiatives that aim to rebuild and strengthen Puerto Rico’s infrastructure. Whether clients are seeking to develop new projects or improve existing systems, we provide the legal expertise necessary to help them navigate complex regulatory frameworks, secure funding, and advance projects that are critical to Puerto Rico’s future growth and resilience.
