Biography
Odalys M. Fuentes Cruz, CPA, Esq. is a Member of the Corporate Department at O’Neill & Borges LLC. She joined the firm in 2021 and focuses her practice on Puerto Rico tax matters- including income, sales and use tax, property taxes, tax incentives, tax-exempt organizations, and municipal license taxes. She excels in navigating tax incentives law, helping clients negotiate and secure tax-exemption decrees under Act 60-2019 and predecessor tax incentives laws such as Act 20-2012, Act 22-2012, Act 73-2008, Act 74-2010 and Act 273-2012.
Odalys is also a Certified Public Accountant and Notary Public, bringing a dual legal-financial perspective to corporate and tax engagements. Her background as a CPA and attorney enables her to navigate regulatory challenges and provide advice on efficient tax structuring strategies.
Before joining O’Neill & Borges, Odalys practiced at a boutique law firm specializing in Corporate and Tax Law, Tax Litigation, and Estate Planning. Prior to that, she spent five years in the Tax Advisory Division of a major accounting firm in San Juan, where she rose to Manager. In this role, she provided advice on Puerto Rico’s tax matters and tax incentives.
