Biography

Natalia I. Zequeira Díaz is a Counsel in the Corporate Department at O’Neill & Borges LLC, where she continues to leverage her regulatory expertise to advise clients in the financial services industry. She is a regulatory professional with extensive experience in financial sector oversight and compliance as Puerto Rico’s principal financial regulator, Chief Compliance Officer for regulated entities, and private practice advisor to financial institutions. Most recently, Natalia served as Puerto Rico’s Commissioner of Financial Institutions from 2021 to 2025, where she led the Island’s financial regulatory agenda during a period of significant industry transformation. In this role, she spearheaded a comprehensive legal, supervisory, and enforcement reform of Puerto Rico’s international banking sector, and oversaw high-stakes international receiverships and complex financial institution liquidations.

Throughout her career, Natalia has advised banks, international financial entities, broker-dealers, investment companies, and other financial institutions on regulatory compliance, risk management, privacy, and internal controls. She has also represented clients before federal and local regulatory agencies. Prior to her appointment as Commissioner, Natalia served at Banco Santander Puerto Rico, where she held roles as in-house counsel and Corporate Compliance Officer. In that capacity, she established the Bank’s corporate compliance program and supported key regulatory initiatives. She also practiced law in the private sector, focusing on financial regulatory matters.

Natalia holds a Juris Doctor from the Inter American University of Puerto Rico School of Law, a Master of Laws (LL.M.) in Corporate, Banking and Financial Law and Regulation from Fordham University School of Law, and a Bachelor’s degree in International Marketing from Saint Joseph’s University.
