Biography
Josué E. González-Aldarondo is a member of the Corporate Department at O’Neill & Borges LLC, where he has practiced since 2020. His practice focuses on government and legislative affairs, energy law, and government contracts, helping clients navigate complex regulatory frameworks, shape public policy, and resolve legal and compliance issues within Puerto Rico’s evolving energy and government sectors.
Prior to joining the firm, Josué served as Legislative Advisor to the Vice President of the Puerto Rico Senate and as Executive Director of the Senate Special Committee on Energy Affairs and the Public-Private Partnerships Joint Committee. In these roles, he was instrumental in drafting and negotiating landmark legislation—including the Puerto Rico Energy Public Policy Act and the Puerto Rico Electric Power System Transformation Act—that established the framework for Puerto Rico’s energy transition and regulatory modernization, enabling new investment and accelerating renewable energy development.
Building on this public sector experience, Josué now works closely with energy companies, investors, and institutions seeking practical, forward-looking guidance on regulatory compliance, government relations, and legislative strategy. His government affairs practice encompasses monitoring legislative and regulatory activity, analyzing legislative proposals, drafting bills and amendments, preparing position papers for submission to legislative committees, and designing tailored advocacy strategies to support favorable legislative outcomes. He has also contributed to the passage of major fiscal and economic recovery measures, including the Law to End the Bankruptcy of Puerto Rico and the Puerto Rico Public Finances Stability Act, providing clients with valuable insight into the intersection between law, public policy, and fiscal reform.
Additionally, Josué advises clients on matters related to government contracting under Puerto Rico law, counseling on compliance with procurement statutes and regulations and reviewing contract terms to safeguard their interests and promote strategic objectives. Through this work, he assists clients in structuring legally sound agreements and participating confidently in the public procurement process while minimizing risk.
