Biography

Francisco Rodríguez is a member in the Corporate Department and is currently serving in the Firm’s Pension Plan Administration Committee. He joined O’Neill & Borges as a summer law clerk in 2016 and as an associate in 2017 after graduating from law school. During his last year in law school, he was Associate Director of the UPR Business Law Journal and earned the school’s 2017 Business Law Award for his academic achievements in such area of law. Prior to joining the firm, specifically from 2010 to 2014, Francisco practiced as a certified public accountant in the Assurance Department of Ernst & Young, where he performed financial statement audits and compilations, pension plan compliance audits, government single audits in Puerto Rico and the US Virgin Islands, loan and bond issuance agreed upon procedures, and reviewed complex accounting transactions.

Francisco has a diverse corporate practice, which includes assisting U.S. and foreign based companies establishing their operations in Puerto Rico in the technology, finance, pharmaceutical, insurance, retail, manufacturing, construction, tourism and energy sectors. He also has a significant amount of experience in the areas of corporate taxation and tax exemption, including mergers and acquisitions and employee benefits. His practice focuses on providing corporate and tax planning and compliance solutions, ensuring that businesses navigate the complexities of doing business in Puerto Rico with confidence. Francisco is also highly skilled in identifying, requesting, renegotiating, amending and obtaining Puerto Rico tax incentives under Act 60-2019, also known as the Tax Incentives Code, and predecessor laws, including tax exemption grants, and tax credits.

In the employee benefits area, Francisco has assisted many clients establishing and maintaining employee benefit plans or with the implementation in Puerto Rico of plans that are in place in the U.S. He also advises clients on compliance with Puerto Rico and Federal laws and regulations, including the qualification process of certain types of plans. In 2024, he contributed to The Mercer Law and Policy Group GRIST legal article by Rich Glass et al. Puerto Rico’s benefit and leave laws sometimes differ from others.

Francisco’s practice also involves representing clients in audits and examinations conducted by the IRS, the Puerto Rico Treasury, the Office of Incentives, municipalities, and other administrative agencies.
