Biography

Denisse Ortiz-Torres, Esq. is a Member of the Corporate Department at O’Neill & Borges LLC, where she has practiced since 2012. Denisse became a Certified Public Accountant in 2008. She is also a Notary Public in Puerto Rico. With background in law, accounting and finance, she offers clients a comprehensive perspective on Puerto Rico tax law, tax incentives, and corporate matters. She has been recognized by Chambers Latin America for her work in Tax, reflecting her strong reputation in the market.

Denisse advises local and multinational companies on corporate structuring, reorganizations, and general business law, ensuring that transactions and operations are both tax-efficient and legally sound. She assists clients with the compliance of local tax matters, including income tax, municipal license tax, property taxes, sales and use taxes and licenses. She also counsels clients on the negotiation and implementation of tax exemption grants under Puerto Rico’s various incentive programs, including private equity funds, manufacturing, and export services, guiding clients through the full process from application to compliance. She has also represented clients before the local taxing authorities and has obtained private letter rulings and closing agreements regarding the interpretation of tax matters. Her accounting training enhances her ability to provide practical, business-savvy solutions that integrate financial and legal considerations.

Before joining O’Neill & Borges, Denisse worked in the Audit Department of a major public accounting firm in San Juan, where she gained hands-on experience with financial reporting and regulatory compliance. This foundation allows her to anticipate the concerns of clients and regulators alike.
