Biography

Antonio L. Collazo-Bennazar is a seasoned attorney with over 15 years of experience in administrative law, energy law, environmental law, and zoning and land use. As a member of the Corporate Department at O’Neill & Borges, he provides strategic legal counsel to a broad spectrum of industrial and commercial clients, including pharmaceutical companies, financial institutions, renewable energy developers, oil & gas enterprises, manufacturers, and waste management companies.

Antonio has earned a strong reputation advising key stakeholders in the energy sector—such as project developers, EPC firms, investors, lenders, and offtakers—on both renewable energy and fossil fuel projects, including distributed generation and utility-scale developments. His practice spans the full lifecycle of energy and infrastructure projects, from permitting, due diligence, and contract negotiation to regulatory compliance, operations, and divestments.

He regularly represents clients before local and federal agencies with jurisdiction over environmental, energy, and land use matters, including the Puerto Rico Department of Natural and Environmental Resources (DNER), Puerto Rico Energy Bureau (PREB), U.S. Environmental Protection Agency (EPA), and the U.S. Army Corps of Engineers, among others. His work includes regulatory compliance, enforcement actions, permit drafting, and negotiations. Antonio also has extensive experience in legal issues related to fuel storage and distribution, retail operations, and the negotiation and drafting of franchise, lease, supply, and access agreements.

He began his legal career as a judicial clerk in the Central Investigative Panel of the Puerto Rico Supreme Court. During law school, he served on the Board of Directors of the Inter American University Law Review.

Antonio is currently ranked Band 2 in Environment Law by Chambers and Partners, a distinction he has held since 2021, and is also recognized by Best Lawyers for his excellence in Energy Law and Land Use and Zoning Law.
