Biography
Omayra Sepúlveda-Vega is a Member of the Litigation Department at O’Neill & Borges, where she has served since 2017. She originally joined the firm in 2013. Her practice concentrates on complex civil and commercial litigation, including creditor’s rights, breach of contract, torts, insurance claims, and general commercial law in both state and federal courts.
Omayra has successfully litigated substantive and procedural matters such as class actions, antitrust disputes, and telecommunications controversies before local administrative forums, trial and appellate courts, and the U.S. District Court for the District of Puerto Rico. She has also represented and advised clients in numerous appellate proceedings before the Puerto Rico Court of Appeals and the Puerto Rico Supreme Court.
Prior to joining O’Neill & Borges, Omayra served as Judicial Clerk to Associate Justice Hon. Luis Estrella of the Puerto Rico Supreme Court (2012–2013), and previously as a Judicial Clerk at the Court’s Central Research Panel.
Omayra is dedicated to delivering diligent, high-quality legal services that drive positive outcomes for her clients. She has served as lead counsel in insurance recovery cases involving multimillion-dollar claims stemming from Hurricane Maria’s impact on Puerto Rico. She has played a key role in developing, managing, and executing legal strategies to secure substantial compensation for clients through litigation, mediation, and arbitration. In this capacity, she has served as first chair in multiple trials and successfully briefed cases before the First Circuit Court of Appeals and the Puerto Rico Supreme Court.
Notably, Omayra obtained a favorable opinion from the Puerto Rico Supreme Court in Consejo de Titulares del Condominio Balcones de San Juan v. MAPFRE PRAICO Insurance Company, where she successfully argued for a novel interpretation of Act 247-2018. Her advocacy led to the retroactive application of the law, expanding remedies for insured individuals and commercial entities and advancing consumer protection in insurance litigation.
- Leading multiple commercial foreclosure cases for real estate investor clients from complaint filing through execution and public sale of properties, resolving complex real estate controversies.
- Acting as lead litigation counsel for one of Puerto Rico’s major energy producers in the reconstruction and optimization of the island’s electrical grid, including administrative procedures for the first large-scale photovoltaic energy project in Puerto Rico.
- Litigating cases under the recently enacted Joint Regulation on Permits and Land Use for one of Puerto Rico biggest supermarket chains, successfully leveraging extraordinary injunctive remedies to enforce permit requirements and protect neighboring developments.
- Representing clients in inverse condemnation (regulatory taking) cases, securing summary judgments for entities whose properties were subject to conservation-related regulations.
- Lead Counsel representing one of Puerto Rico’s leading telecommunications companies in a class action lawsuit under the Puerto Rico Telecommunications Act and its federal counterpart. Omayra developed and led the litigation strategy that resulted in the summary dismissal of the complaint. Her strategic discovery efforts uncovered key facts that prevented class certification and successfully challenged the merits of the suit, which sought over $10 million in damages for an alleged unlawful change of service on a specific programming plan.
