Biography
José L. Notario-Toll is a member of the Corporate Department at O’Neill & Borges. He joined the firm in 2009 and has practiced law since 2005. His practice focuses on privacy, cybersecurity, and artificial intelligence law, government and legislative affairs, retail and distribution law, health care regulatory compliance, telecommunications, and general corporate matters in Puerto Rico.
José regularly advises multinational corporations and local businesses on data protection and cybersecurity compliance, helping clients manage data breaches, develop incident response protocols, and implement internal controls consistent with Puerto Rico’s privacy and data security laws. He has also guided clients in technology rollouts and digital transformation projects, including advising various global automobile manufacturers on the implementation of connected-vehicle telematics systems in Puerto Rico.
He brings extensive experience from over a decade in the Puerto Rico Legislative Assembly (1997–2009), where he served as Chief Legislative Aide to the Senate President and was the Executive Director of a Special Investigative Senate Committee. He has contributed to the drafting of key economic and regulatory statutes, including the Economic Incentives for the Development of Puerto Rico Act (Law 73-2008) and the Permits Process Reform Act Bill of 2009. This legislative background allows him to integrate policy insight and regulatory strategy into his corporate and compliance practice, assisting clients in preparing legislative amendments, policy papers, and testimony for presentation before legislative and regulatory bodies.
José also counsels retail, distribution, and restaurant chains on market entry, licensing, and regulatory compliance before Puerto Rico government agencies such as DACO. In the health care sector, he advises pharmacy chains, pharmaceutical manufacturers and distributors, reverse distributors, hospitals, and hospice service providers on licensing, operational compliance, and health-sector regulation before the Puerto Rico Department of Health and related agencies.
José is valued for his deep understanding of Puerto Rico’s complex regulatory landscape, his practical, business-oriented approach to legislative and compliance matters, and his ability to translate statutory and policy requirements into clear, actionable strategies for clients operating across regulated industries in Puerto Rico.
