Biography
Jorge A. Candelaria is a Member of the Litigation Department at O’Neill & Borges LLC. He focuses his practice on civil, commercial, and intellectual property litigation before both the Puerto Rico and Federal courts. His litigation experience includes disputes involving commercial contracts, defamation, trademarks, copyrights, trade secrets, and technology-related matters. For example, he has served as counsel in copyright infringement actions concerning software programs and architectural works before the U.S. District Court for the District of Puerto Rico.
In addition to his litigation practice, Jorge advises clients on copyright, trademark, trade secrets, privacy, and cybersecurity matters. His work encompasses compliance with privacy and cybersecurity laws, development of privacy policies and notices, management of data breaches, and guidance on legal issues arising from emerging technologies such as artificial intelligence. He also assists clients with transactions involving intellectual property assets, including licensing, assignments, work-for-hire arrangements, and non-disclosure agreements.
Jorge holds the Certified Information Privacy Professional/United States (CIPP/US) credential from the International Association of Privacy Professionals (IAPP) and serves as Co-Chair of the IAPP Puerto Rico KnowledgeNet Chapter, where he promotes education and professional development within the local privacy community. He has also served as a speaker at conferences exploring the intersection of artificial intelligence and law.
He earned his LL.M. from the University of California, Berkeley School of Law, completing the Law & Technology Program Certificate, and his J.D., summa cum laude, from the University of Puerto Rico School of Law. During his legal studies at the University of Puerto Rico School of Law, Jorge served as Associate Director of the University of Puerto Rico Law Review, worked as a research assistant to Professor Michel J. Godreau Robles, and clerked for the Honorable Luis F. Estrella Martínez, Associate Justice of the Puerto Rico Supreme Court.
Jorge is admitted to practice in Puerto Rico, the District of Columbia, the U.S. District Court for the District of Puerto Rico, and the U.S. Court of Appeals for the First Circuit.
