Biography

Jerry Lucas Marrero is the Chair of our Environmental, Energy, and Land Use Law practice group. Jerry has been practicing law in the areas of environment, natural resources, energy, land use and zoning for over 30 years. Jerry provides advice and counsel clients in all aspects of environmental, natural resources, energy, and land use and zoning laws – as well as in corporate transactions in those same areas. He also represents clients before, among others, the US Environmental Protection Agency, US Army Corps of Engineers, the Puerto Rico Department of Environment and Natural Resources, and other federal and local agencies on environmental, natural resources, energy, and land use and zoning and permitting needs and issues. Jerry has also been representing clients as lead or co-chair counsel in a myriad of administrative and civil litigation cases before regulatory agencies, trial, and appellate courts. Jerry has also been a lecturer on various topics related to his areas of practice.

Jerry Lucas has been recognized by Chambers & Partners – for more than a decade now – as a Band 1 attorney in his field. Jerry has also been recognized, on several occasions, by the Best Lawyers publication as Puerto Rico Lawyer of the Year in fields of his practice, and continues to be listed as one of the best lawyers in Puerto Rico in areas of practice.
