Biography
Edgardo Nieves Quiles is an accomplished corporate and business attorney in Puerto Rico with thirty years of experience advising financial institutions, private companies, and government entities on complex business and regulatory matters. A member of the Corporate Department at O’Neill & Borges LLC since 1997, Edgardo’s practice focuses on corporate policy, health business, commercial and secured transactions, lending, workouts, restructurings, and real estate.
Currently serving as Chairman of the Firm, Edgardo has held multiple leadership positions throughout his tenure, including Executive Committee member, Department Head, and Chairman at different times—roles that reflect both his professional acumen and his pledge to the firm’s commitment to client service.
Edgardo began his legal career in public service as a Legislative Affairs Advisor to the Governor of Puerto Rico from 1995 to 1997. In that capacity, he helped shape public policy, drafted key legislation, served as liaison to the Legislature, and provided counsel on regulatory initiatives—experience that continues to inform his ability to anticipate and navigate the impact of evolving laws on his clients’ operations.
At O’Neill & Borges, Edgardo is a trusted advisor to banks, lenders, and borrowers across Puerto Rico and the mainland United States. He regularly assists clients in structuring secured loans, negotiating complex financing transactions, and safeguarding creditors’ rights. In distressed situations, he provides pragmatic and results-oriented guidance in workouts, restructurings, and discounted pay-off negotiations, combining deep legal insight with an understanding of the business realities his clients face.
His experience also extends to real estate transactions, including acquisitions, financings, and leasing, where he helps clients identify and manage risks while advancing development opportunities. In the health business sector, Edgardo represents a range of entities in acquisitions, licensing, and contracting matters. His extensive understanding of Puerto Rico’s legislative and regulatory environment allows him to bridge the gap between law, business, and government, providing clients with both legal clarity and strategic perspective.
Edgardo earned his Juris Doctor from the University of Puerto Rico School of Law (1995) and his Bachelor of Arts from the University of Puerto Rico (1992). He is admitted to the Puerto Rico Bar and is recognized for his clear, practical counsel grounded in decades of experience at the intersection of law, finance, and regulation.
