Biography

Carla Margarita Pérez Meléndez is an associate in the Litigation Department. She joined O’Neill & Borges LLC in 2025.

Prior to joining O’Neill & Borges, Carla worked as a Senior Judicial Law Clerk for Hon. Maite D. Oronoz Rodríguez, Chief Justice of the Puerto Rico Supreme Court and as a Judicial Law Clerk to the Hon. Gina R. Méndez Miró, then Judge of the Puerto Rico Court of Appeals.

Carla obtained her Juris Doctor from the University of Puerto Rico, where she graduated Magna Cum Laude. While in law school, she served as Associate Director of the University of Puerto Rico Law Review and coauthored with Professor Hiram Meléndez Juarbe and fellow student Jayra N. Rodríguez Ortiz the term-analysis article Derecho Constitucional, 91 Rev. Jur. U.P.R. 269 (2022). She also authored an article for In Rev, the digital publication of the UPR’s Law Review, titled ¿Igualdad ante la ley? Algoritmos predictivos y tecnologías de reconocimiento facial en el marco de la Decimocuarta Enmienda. Additionally, Carla collaborated with the pro bono organization Amicus Justitia in the drafting of amicus curiae for the Supreme Court of the United States and the United States Court of Appeals in the cases of Dobbs v. Jackson Women’s Health Organization and Peña Martínez v. U.S. Department of Health and Human Services, respectively.
