Biography

Álvaro A. Almonte-Veloz is a Member of the Litigation Department at O’Neill & Borges LLC, where he focuses his practice on commercial litigation in Puerto Rico. Since joining the firm in 2018, he represents companies and institutional clients in complex disputes before Puerto Rico’s courts and administrative agencies. His practice spans commercial litigation, health and insurance matters, construction and zoning disputes, and tax controversies, with a primary focus on administrative law.

He has led and coordinated high-stakes matters across agencies including the Office of Permit Management (OGPe), Department of Economic Development and Commerce (DDEC), Office of Dairy Industry Regulation (ORIL), Department of Consumer Affairs (DACO), Puerto Rico Energy Bureau (NEPR), Highway and Transportation Authority (ACT), Department of Housing (DVPR), Health Services Administration (ASES), Office of the Insurance Commissioner (OCS), National Guard Trust (FIGNA), Department of Health (DSPR), Tourism Company, and the Puerto Rico Planning Board (JPPR). He also has significant experience litigating public bidding disputes, concession awards, and municipal tax cases.
