We actively participate in the representation of governmental and private clients in connection with the administrative and legislative activities of the Government of Puerto Rico.

Our government and legislative affairs team assists clients navigate through the policy and public sector arenas by joining forces, when needed, with other attorneys of our tax, corporate, real estate, environmental, labor and litigation practices groups, to ensure that any legislative or regulatory action is taken and implemented with the necessary practical, thorough legal and business analysis, designed to advance the interests of our clients.

In the legislative area, we have experience in the evaluation and monitoring of bills and resolutions. We assist clients in appraising proposed legislation and submitting written comments and proposed amendments to legislation. We also assist clients in connection with legislative investigations, and with testimony or information that clients may be required to give or submit in response to invitations or subpoenas issued by the Puerto Rico Legislature. We are knowledgeable in all legislative procedures and have extensive experience assisting our clients in participating and collaborating at all stages of the legislative process.

In the administrative affairs area, our team is involved in communicating and advocating before the administrative agencies on behalf of clients and in monitoring and evaluating proposed regulations, both at the central government and municipal level. The firm also advises and represents clients before government agencies during request for proposal procedures, direct negotiation of contracts, public-private partnership agreements, and in rulings and opinion letters from government agencies such as the Department of Consumer Affairs, the Department of Treasury, the Office of the Commissioner of Financial Institutions, the Office of the Commissioner of Insurance, among others. We also represent clients in connection with administrative procedures and investigations conducted by various agencies of the Puerto Rico government, municipal governments, and federal agencies.
