VÍCTOR R. RODRÍGUEZ MARTÍNEZ joined O'Neill & Borges LLC in 2009. Before joining the firm, Mr. Rodríguez spent 13 years as in-house counsel to Exxon Mobil Corporation in Puerto Rico, the State of Florida, and in Rome, Italy. He provide legal advice to ExxonMobil affiliates in the corporate governance and business operations areas, including legal advice on environmental compliance issues (i.e. UST and UIC regulations), retail site operations issues ( i.e. PMPA matters and contract disputes) and corporate governance issues (i.e. company policies and government affairs).
Prior to that, during the mid 1990’s, he served as Special Assistant to then Secretary of Economic Development and Commerce, Luis Fortuño, working on legislative affairs matters such as a Labor laws reform, UCC reform and Corporations law reform. During 2007 and 2008, he was part of the current Governor’s Platform Executive Committee. On the government and legislative affairs arena, Mr. Rodríguez currently represents clients on proposed and pending legislation, public hearings, position papers/resolutions, and has been involved in providing input to the Energy Affairs Administration to support the development of agency regulations.
