Jorge L. San Miguel is a member in the Corporate Department, where he specializes in environmental law and litigation,
energy, land use matters and government/legislative affairs. He joined O'Neill & Borges LLC in 1999 and has been in private
law practice since 1989.
Mr. San Miguel represents businesses on a wide variety of environmental matters, including environmental impact statement
processes, the establishment (including site-location) of operations in Puerto Rico and the Caribbean, the closure of operations
or facilities, and permitting/compliance with U.S. and Puerto Rico environmental laws and regulations. Mr. San Miguel also represents
businesses in all types of adversarial proceedings involving environmental issues, including administrative enforcement actions before
the U.S. Environmental Protection Agency, the Puerto Rico Environmental Quality Board, the Puerto Rico Department of Natural and Environmental
Resources, and the Puerto Rico Aqueduct and Sewer Authority.
On the energy front, Mr. San Miguel has successfully represented clients before the P.R. Electric Power Authority negotiating power purchase and
operation agreements related to renewable energy projects, including wind and resource recovery facilities. He also represents clients in matters
relating to the design, finance, build out and operation of alternative fuel facilities. He is a member of the Puerto Rico Wheeling Committee, comprised
of representatives from the P.R. Governor’s Office, P.R. Electric Power Authority, the Department of Economic Development and Commerce, the Energy Affairs
Administration and the P.R. Industrial Development Company, in addition to private sector stakeholders.
Since 2007, Mr. San Miguel chaired the Platform Committee for Governor Luis Fortuño, who was elected on November 4, 2008. He also was a member of the Governor's
Talent Committee. As a member of the firm’s Government and Legislative Affairs Practice Group, he represents businesses in policymaking matters with the Executive
and Legislative branches of both the State and Municipal governments. During 2009, Mr. San Miguel directed the firm’s involvement in drafting Puerto Rico’s new Permits
Process Reform Act Bill which became law on December 1, 2009.

He is Chair of the Advisory Council of the Puerto Rico Conservation Trust. He also co-authored, together with law professor Luis E. Chiesa Aponte, a law review article
published in the University of Puerto Rico's Law School Law Review, entitled:
The Catastrophe of the Catastrophic Risk Crimes, 75 Rev. Jur. UPR 529 (2006).
