Javier Vázquez Morales rejoined the firm as member in the Corporate Department in October 2010 after serving as Executive Director of the Puerto Rico Industrial Development Company (PRIDCO), a position appointed by the Governor of Puerto Rico, the Honorable Luis Fortuño, in January 2009.
Before serving in Governor Fortuño’s economic development team, he was a member at O'Neill & Borges LLC, having joined the Firm in 1999. From 1995 to 1996, Mr. Vázquez-Morales worked with the governmental affairs practice group of a Washington, D.C. law firm, assisting private and public sector clients in monitoring and lobbying federal legislation and programs.
As Executive Director of PRIDCO, Mr. Vázquez-Morales led the Government’s efforts of promotion of foreign direct investment and creation of jobs, business expansion, retention and site selection opportunities for Puerto Rico in the manufacturing, science and technology (R&D) and export service sectors, including the life sciences (pharmaceutical, medical devices and biotechnology), aerospace, supply chain, rum industry and renewable energy sectors. He implemented an investment promotion campaign by offering Puerto Rico’s unique economic and tax incentives, business intelligence, industrial facilities, permitting, logistics and project management support and administration of PRIDCO’s Foreign Trade Zone (FTZ) Program.
Mr. Vázquez-Morales’ diverse practice involves corporate law, real estate and government affairs, advising stateside and foreign companies on how to establish operations in Puerto Rico. He has also acted as counsel in complex corporate and real estate transactions, including mergers and acquisitions, dispositions and/or financing of shopping centers, hotel developments, public housing complexes (the single largest U.S. low income housing tax credit transaction utilizing mixed-finance funds), warehouse facilities and telecommunication tower projects. Other areas of expertise include regulatory compliance, land use and development, government procurement, franchise law, commercial and retail leases and structuring joint venture agreements.
Mr. Vázquez-Morales’ practice in government and legislative affairs includes substantial experience drafting, analyzing, monitoring and advising private and public sector clients on proposed and pending legislation, attending public hearings and preparing position papers.
He is the author of the following published law journal articles: “Por su procedencia: el desarrollo de las servidumbres en equidad en Puerto Rico,” 33 Rev. Jur. UIPR 387 (1999); and “La adopción de la Sociedad de Responsabilidad Limitada en Puerto Rico: una nueva forma de prestar servicios profesionales”, 60 RJCA 1 (1999).
