Eduardo

He
has
been
with O'Neill & Borges LLC since
1964.
During
his
more
than
30
years
in
practice,
Mr.
Franklin
has
accumulated
extensive
experience
in
several
areas.
He
has
represented
Levitt
Homes
Corporation
and
other
residential
and
commercial
developers,
as
well
as
Kmart
Corporation
and
other
retailers,
on
real
estate
matters
for
many
years.
He
participated
actively
in
the
transaction
pursuant
to
which
local
management
acquired
the
operations
of
Levitt
Homes
and
Levitt
Mortgage
in
Puerto
Rico.
He
recently
represented
the
owner
in
connection
with
the
development
and
construction
agreements
for
the
Coliseo
de
Puerto
Rico
and
the
Puerto
Rico
Convention
Center.
Mr.
Franklin
had
a
leading
role
in
the
drafting
of
the
legislation
adopting
Article
8
and
Article
9
of
the
Uniform
Commercial
Code
in
Puerto
Rico,
the
legislation
establishing
a
timeshare
law
and
the
legislation
establishing
special
improvement
districts
and
tourism
improvement
districts
in
Puerto
Rico.
He
has
represented
the
Puerto
Rico
Tourism
Company
and
its
subsidiary,
Hotel
Development
Corporation,
in
various
transactions,
including
the
recent
agreements
for
the
re-development
of
the
Condado
Vanderbilt
and
La
Concha
hotels.
Mr.
Franklin
has
also
handled
Puerto
Rico
estate
matters
on
numerous
occasions.
